Base timing is not influenced by the prom, right?

This pertains to a carbed car, hopefully i posted in the right forum....

Of course not. Not carbed or anything else.

"Base" timing is the mechanical alignment of the engine parts.

When you disconnect the ECM and set the timing at idle, that's typically referred to as the "base" timing.

With the ECM still disconnected, if you give it throttle and raise the RPMs, the PROM will increase the timing. It isn't much, but it is enough to affect the "base" timing if you have the RPMs way too high when you are setting it.

Can you tell me what does?
It makes the pulse that the dist sends to the ECM, telling the ECM "do something now", to align with the moment that the engine's need for something to be done, occurs.
