Probably not. I don't know how much higher the Victor is above the RPM. I have the RPM intake and Holley 3310 under an '82 plastic hood with the openings. This hood does not have as much clearance as an IROC or Z28 hood w/o the openings because of some ducting bracing that I left in place. I had to carefully remove my choke horn so that I can use a 2" air filter element and a K&N filter lid. Anyways what I am saying is if the Victor is only a half inch taller(?), you're using an RS hood and you are willing to not have a choke you might make it fit.

l had to get a 4 inch fiberglass cowl by harwood to fit my ZZ4 (stock ZZ4 manifold) which is probably pretty close to the victor jr, a speed demon carb, and a 2 inch aircleaner, + a bowtie wingnut on top, it all clears really well, and the harwood hood is extremely light. l don't think the 2inch cowl hood would be enough clearance even.

All these intakes will fit under the hood with a holley carb
and the proper "GM" drop base air cleaner with a 3" element
*NOT K&N* or other cheap aftermarket stuff, except the holley 300-36 and the super vic (vortec)
on a Firebird. They should fit under a stock camaro hood too.
I've had the Weiand accelerator #7546, Rpm airgap, and presently have the RPM Vortec with this air cleaner. There is even enough room for a 1/2 in nitrous plate. I tried it all ready. I've had this Air cleaner since 1977 on Bigblock chevelles, 70's firebirds
Both big and small blocks and never noticed any reduction in performance or need to rejet the carb, ever.
Can't tell you about the Z28 hoods.
The car is covered in snow, otherwise i'd go out and take a picture and post it for any doubter's.
Some people refer to it as the L88 air cleaner....
