Fuel doesn't leak out of the throttle shafts; there's vacuum there when the car is running. That's not an issue.

A Holley that has been run and then allowed to sit up dry for more than a week or 2 will leak every time. The gaskets shrink and expose all kinds of passages; there's no telling how bad the car will run, if at all. Rebuild any old Holley before you put it on a car.
