Needed Peice? Front Latch?

Car: 1986 Vert Z28
Engine: SuperCharged 350
Transmission: 5 Speed Manual
Needed Piece? Front Latch?
(I did a quick search but came up with nothin :-/)
The two front latches (near windshield) have this nasty rubber tacky cover thats almost glued to the bottom of the latch.
I know its supposed to be there (as my friend has the same car), but he removed his, and i don't see any reason why it should be there.
Anyone know any reason why this sticky/rubber cover can't come off?
PS- Both Verts are 91rs

I'd suspect the rubber is there to keep it quiet if the inside of the tonneau contacts the handle. I haven't checked to see how much clearance there is. If your not getting any noise, then it's probably ok to go without it. I'n sure you can get some closed cell foam to replace it if it is a problem.
