Question about the air dam

Question about the air dam

I don't have an air dam on my car and I do have a cooling problem...however, I haven't yet driven the car above 35 miles per hour. I haven't taken it on the highway; just the local streets. I live in Florida, though, and it is about 95* outside. Is not having an air dam the source of my cooling problem? I just wired in dual fans, and all my cooling parts are brand new. I'm buying an air dam, but will it help me in this case?
