Stop and go = TOO HOT H E L P!!!

I need HELP! I put a new engine in my Z around xmas. The only changes were AFR 190 heads, and a cam jsut a little bit larger than stock...208/222 on 112lca. and compression is about the same (9.3/1). I think the only real change is that i took the header wrap off my headers and I had considered that this could be causing my temps to get so hot?
When I am in stop and go traffic or if sitting still, my car gets really hot? I have both fans comming on around180deg and stay on until they cool just below that. I have always run a 160 fail safe thermostat and do not know why I am running so hot? Both upper and lower radiator hoses are hot when warmmed up. The car cools down when on the freeway but MAN! I have no idea wut's up? can anyone help? Also, how can i check to see if both fans are working?

I forgot to add, I can see coolant running properly when i take the cap off. also, I just purchased a new radiator cap. ????

When I jump pins a +b on the aldl, the fan on the drivers side turns on but not the passengers side.

need to see if the fans are coming on in the stop and go traffic try to pull into a parking lot next time it is getting hot and see if the fans are coming on. my guess would be that they are not. are you running at least 50% water?

50\50 with some water wetter. I only drive at 6am for the most part since i work 24 hr shifts. I rarley drive in traffic and did today,hence, my concern!
