need a last bit of advice on this problem

okay my cars cooling fan hasnt worked since i bought it. it was okay in the spring when it was fairly cool outside but now i am going to have to fix it. i live in a small town so it does okay since there is only one stop light in the city lol. it will run right at 160 all day long until i go somewhere where i have to stop at lights alot then im screwed. i have a new fan relay and i checked the fan motor and it works. the black wire going to the fan relay is always hot like its supposed to be. but the red wire is should be hot when its keyed but its not getting any juice. i was just going to run a switch to the green wire to turn the fan on and off but it doesnt do any good because the fan wont turn on cause the red wire isnt hot. so how can this be fixed cause i realy need to figure this out now that its getting realy hot. is there anyway i could rig it up so that the red wire is hot when they key is on without blowing up my car, and then wire in a switch to the green wire like i had planned before?
