87 IROC Dual Cooling Fans Not Working

Transmission: out of a v-6 s-10 blazer!
87 IROC Dual Cooling Fans Not Working
OK
My neighbor just bought a 87 350 tpi. Its in really good shape for this being New England! With like 80K on it! SCORE!
Any way She was driving it home yesterday and it got HOT! Like real Hot. Come to find out neither fan kicked on.
Now, whats the story with turning the AC on and the fan or fans coming on?
We have checked all the fuses for the fans they are good!
Can you test the relay? and how?
Can you test the fan motor?
What do you recommend to fix it wire to a switch or fix it right?
i tried the hayes manual but they are GREAT!

yeah go under the front of the car where the fans are and find the connectors to the fan and hook up 12 volts directly to the fan.
