A/C idle speed control device and electric cooling fan

Does this object have any function related to the cooling fans? If I understand correctly, it forces the engine to idle higher when the A/C is on. Is there any possibility that it being removed is preventing my fan from coming on correctly? The fan works fine, but only turns on when I turn the switch for the HVAC fans on. The temperature from the sensor in the block that is supposed to control it seems to do nothing. The fan itself works, and if I ground the wire to said sensor, it turns on. The relay is good as well. However, it doesn't turn the fan on by that sensor alone, and I'm pretty well sure the fan is not supposed to come on simply by turning the internal fans on, but I could be wrong.

sounds like the fan switch to me guy. you ground the wire and the fan turns on must mean its not working internally, and no the fans are not only supposed to come on by the a/c switch.
