Bad Fan Relays? 88 Iroc, Dual Electric stock

Transmission: 700R4, 700R4
Axle/Gears: 3.73
Bad Fan Relays? 88 Iroc, Dual Electric stock
So, here is the situation:
Found alot of information with search. Any expertise welcome. Troubleshooting at this time.
Tested Fans too Battery, they came on. Going to go get some new relays to rule those out. **back replaced Relays, same issue**
Grounded Secondary Fan from Green wire running to fan relay switch, does not come on (I hear the relay clicking for a moment) but no fan.
Grounded Primary Fan from Green wire running to fan relay switch, does not come on (I hear the relay clicking for a moment) but no fan.
Fans do not come on with the AC on either.
Hmmm?? I was going to run switches from these 2 wires that control the ground on the sensors... but apparently my issues is not my sensors?
Ideas would be appreciated, traffic sucks in Dallas at times. Drives great on the road at 160-180. Sitting idle/Stop and Go... it will overheat.
Ideas would be greatly appreciated, I need some expertise, and I would like to get this done today as I won't have another day off for a week.

overheating
I have a similar issue. 87 IROC ragtop with 89 TA powertrain & wiring. It appears to be a nice conversion. I only have one fan, but it does not run. Starting the car cold, the temp will run up to the red and boil over when turned off. I put power to the fan and it does run. I have replaced the relay and the thermostat. Have not tried turning on AC, as I have read today might help....but I don't want to run AC all the time. One snag - the AC was removed from the car (physically no compressor)...maybe an issue? I'm at odds!
Any ideas?

i had that problem in a 88 gta check the wire harness plug from the fans to the relay i had a bad connection that didnt let my fans run at all i cleaned the connections and everything works great now
