Water Pump?

My car has been overheating latley and yesterday i turned on my car and opened the radiator cap and the water was just there not flowing. Would that be my water pump or could my radiator be plugged?

do you have a copper, or aluminum radiator ?
if its copper then its possible its plugged up that bad, but still unlikely
