cooling fan stays on

I have an 87 iroc-z and the cooling fan stays on all the time and the second one doesn't come on at all the car stays cool but wandering if this is normal it's an 87 350 tpi. auto dual fans and I have an 91 305 tpi 5 speed formula car that does the same thing any help would be appreicated thanks.

Coolant temp sensor under the throttle body (the computerized one, not the analog one on the side of the block) has gone bad.

It sounds like the relay for the primary fan needs to be replaced. I had this same problem a few years back.
