Does your fan come on with the key off?

Does your fan come on with the key off?

Hi all.
I have been wondering something, and was hoping maybe someone could take a second to help me out.

When I finish driving my car, and shut it down, my fan does not come on. If I turn the key to the "on" position, (when engine is hot) the fan comes on. If I'm not mistaken, shouldn't the fan come on, regardless of what position my key is in? I have a feeling someone has done some wiring incorrectly.

So a simple yes or no answer will be fine.
Should my fan come on, with the key in the off position?
