leaking vortec heads

leaking vortec heads
I am trying to start my rebuilt 383 and I poured water in the radiator the other day and water was leaking from the heads from the threaded holes.I put some sealer on some 3/8" plugs and put 2 in each head.I put 1 in the front and 1 in the back of the heads.Has anyone else had a problem like this.is this ok to run? thanks, Scott
