Dual fans not working at all...

Dual fans not working at all...
I am trying to figure out why my fans aren't working. I realize that one is controlled by the ECM and one is a temp switch controlled fan. I have tried the paperclip trick on the OBD connector and I get my code 12, but no fans. Where should I start? Is there an actual fuse for both fans somewhere? How about the relay(s) location?
Any help would be great!
[edit] As soon as I posted this, I went back out and checked the car - I traced the wiring back on the connector and found the ground was not bolted into the car. As soon as I connected it, I tried the paperclip trick again and the primary fan worked. Should both fans kick on with the pins on the OBD connector jumped?

When you trick on the obd (and when you use the scanner too) only the ECM's cooling fan starts.. so it is on my 88 iroc 350 TPI.
If you ground the secondary cooling fan relay, the secondary cooling fan starts and the ECM will start the primary fan too (in my car this happens with the engine runnig only and under 35mph).
