ECM coolant fan turn on lead

K guys. Need a little help here. I have a reprogrammed EPROM in my IROC. The fan turn on is set at 180*. So I decided to rewire my fan but before making some cuts and splices, I connected a voltimeter to see IF the GREEN/WHITE wire (from ECM) would send a 12 volt signal at the 180* mark. Well the voltimeter read something like .4 volts, far below the suspected voltage range. So the question is, at what volts should be at the green/white wire when the ECM turns on the fan? Could the problem be a bad Coolant Temperature Sensor?

HAHAHA. I feel like an idiot. I found the problem. That green/white wire grounds its self out within the ECM. Sorry guys. Peace. either way, Im gonna test it out. I'll let you guys know what I find.
