A/C fans won't run on high

I have a 2000 Camaro with the 3.8 V6. The A/C cooling fans ran on high when I turned on the A/C until recently and now they're only running on low. The fuses are all good, I replaced all three relays and the engine coolant temperature sensor (ECT) but still no high speed and the A/C isn't cooling as much as before. (yes, there's plenty of freon) I let the engine run for a while to see if they would eventually switch to high but they didn't. Any suggestions or ideas? Thanks guys.
