Primary driver side fan come on at 235 degrees when does the secondary come on?

Primary driver side fan come on at 235 degrees when does the secondary come on?
1989 Iroc-Z 350
The only way I can get the secondary fan to come on is if I turn the AC on. Otherwise the engine will go to about 240 with only the primary one on and AC off. I shut it down before it gets hotter. Shouldn't both be running when the temp hits 240+?

The primary fan will come on around 230 to 235 degrees. The secondary fan will only come on when the AC is on or when the temp reaches around 245 degrees. The secondary fan is basically for AC operation or if the primary fan fails to turn on. Its like a back up fan.

What fan is controlled buy the ECM and the other a switch in the head ?
OK, I found my answer. ECM controls the primary.( there was only one fan installed in my car so I'm not familiar with the duel fans settings, even after a search)
The reason I ask is because once modifications started on my car a additional fan and 180*thermostat were added to lower those (IMO) very high stock settings.
