You could replace the clutch mechanism with an appropriate spacer, but assuming the car is stock, or mostly stock, I'd recommend simply replacing the clutch.

Re: clutch fan ..can it be locked?
Yes people do make the fan spacer. Its probably the same for any small block chevy engine as I believe the water pump is the same. I had an aluminum fan to replace the aging clutch fan on my 85 Firebird. Try Jegs or Summit Racing. But I don't think your clutch fan is your issue if you are overheating. Fans only really help when you are sitting at a light or cruising through town at around 35mph or less. After that they are moot and its your air dam that does all the work keeping you cool. Also could it possible be something else? Thermostat not opening all the way/stuck? Your radiator clogged? I would start in those places before changing the fan. As long as the fan spinning and the bearing on the shaft is turning (not wobbling or you are able to rock it back and forth when you check it when the motor isn't running) you are good there.

Here is some fans that are connected directly to the water pump and turn at the speed of the engine. Also the spacers as well.

$ 54.99 Fan Clutch
-$ 15.99 Spacer
= $39.00
So for $40.00 more you can fix it properly.
Those fans do look nice though....

can be locked-a hole can be drilled through the fan clutch body and clutch disc and a bolt inserted-this not recommended though, fan will pull a huge amount of air,but horsepower draw and fan noise will be substantial at over~2500 rpm with the deep-pitch clutch fan locked.

Re: clutch fan ..can it be locked?
Living in Canada has got to make ordering parts from here extra expensive.
I can imagine having the hole fan clutch sent (heavy) will cost you.
I would order the spacer and be done with it.
If you have the money than buying the hole assembly would be the way to go.
If it were me here in the U.S.A. I would not give it a second thought.
There are some things I just wont compromise on.

Re: clutch fan ..can it be locked?
Not a real great plan to put a load on the motor that noticeably reduces the HP available to push the car around.
Plus of course, the extra gas it will consume, will RAPIDLY overwhelm any financial "benefits" of any alternate-ethnic-engineering you do to it.
Repair the car properly, you'll be MUCH happier.
