Secondary fan?

89 formula with a 350 tpi factory setup. Sat a long time. I turn the AC selector to cold AC. Neither fan comes on. The drivers side on comes on for a few seconds when I start the car. The other never comes on. The compressor never kick's in either. But it does cool a little. P.o. said AC was working fine before car was in a accident. So it hasn't been used in years.

sounds like there is no refrigerant in the system.
