Replacement Air Dam
Just like the title says, where does a guy get another one in decent shape?? I was backing out of a buddy's place and mine ripped right off but the bolts stayed in place. I've spotted a few used ones on ebay but even they look questionable. Are new ones still out there decently priced?? Also how big are these things supposed to be? Mine has a really mean curve to it and there's maybe 2 inches left of it so I'm assuming it's time to replace it anyway and it's about as thin as a piece of paper.

Eeeeeeezzzzzzzyy to make one out of 18-wheeler mud flap material. Not only is it cheeeeeep, butt also, it bends out of the way in situations like yours.
Make it so that it goes to about 1½ - 2" off the ground. The tradeoffs that come with height variation should be obvious enough.

If you didn't rip through the bolt holes you can just use a larger washer and bolt it back in.

Re: Replacement Air Dam
GM parts book calls them "deflector" so try air deflector in searches as well.

Re: Replacement Air Dam
I would think, the closer to the ground it is, the better it would work. You'd probably want it as low as you could stand it without it getting torn off which would obviously reduce its value significantly. Hard to say how much difference there'd be between say 2" and 1" in just pure effectiveness. It creates both high pressure in front of it and low pressure behind it, so it drives airflow through the rad from both sides.

I had this on my TA 1985 back in 1989. Deep curves scratch..... Inclines sometime scratch. So what its durable somewhat flexible will take the abuse it. It was worth its weight in Gold in keeping the engine cooler engine Temp.
