removing the ecm?

i was just looking back in some old posts and such, and came across people talking about removing there computer stuff, and the result is more power? i got an old 82 TA with the 4 barr. carb.. would doing that be concidered removing some of the emissions? i wanna remove all the emissions i can becuase where i live they dont test for emissions.. and hey more power the better!
