Car won't crank, don't think its VATS... any ideas?

Car won't crank, don't think its VATS... any ideas?
Hey guys,
I have a '91 Camaro RS 3.1L. I bought it without a motor but it had the stock ECM and wiring harness. I bought a junkyard 3.1 out of another '91 RS. After installing the engine and hooking everything up I can get it to crank fine without the computer hooked up, but once I hooked up the computer it won't crank.
As for the VATS system, I checked the keys and the wires at the base of the steering column and it all tests fine, so the keys and lock cylinder are ok. One thing I did notice is that the tach isn't at zero its all the way on the other side of the gauge. The temp gauge goes to zero and the volt gauge goes to 12v when the ignition is on. I don't get a SES light at all. And when I tested output from from the ECM the TPS is supposed to get 5v but the ECM is putting out 11v, and the VATS is supposed to be feeding the computer 5v but its sending 11v as well. The oil sensor is not hooked up because I can't find the wire. The fuel pump does kick on, and only with the ECM hooked up. The ECM does get power and does have a good ground. A friend of mine suggested a possibly bad ECM. Does this sound right?
I have a thought and it may be stupid but I'm curious none-the-less. If the ECM is bad will a 7749 ECM from a Syclone or Typhoon work properly without the turbo? I do eventually want to turbocharge this, and have some rough plans, at least this way I'll already have the computer.
I'm more interested in the top part than the turbo part at the moment, so anything would be much appreciated.
