Is this item too good to be true?

Stumbled across this today on ebay. Not sure exactly what it is, but the seller is making some pretty good size claims about performance. What is this, and is it too good to be true?

looks like modern day snake oil to me, but at least theyre not charging hundreds of dollars for it.

Total crap, all it is a 5 cent resistor in a box that you put in place of your coolant or air temperature sensor to trick the ECM into thinking it is colder outside then it really is which makes the ECM add more fuel and spark. Complete waste of money, could very well make your car run worse.

Complaint : i got the hp chip, it looked suspect, i opened it, its just 2 wire and a box!
