Best place to buy new ECM?

Price, warrenty, etc.

It's phase two of shooting in the dark to get my cold run problem fixed.

(phase 1 is o2 sensor, cheap to expensive)

I prefer automotive recycle yards for ECMs. I pay $15-$20US dependent upon the weather.

OTOH, if you are still running the '85 ECM, it is worth considering an upgrade. Can stay with MAF and a '165, or move on to a '730 and SD.

I've thought for a long time about an upgrade to around an 88 ECM. Just for the faster baud rate and burn off intergration.

I'd like to get this problem figured out before doing more changes tho.

I don't know where the 'best' place to get one is but I ended up getting one from NAPA.
