ecm reading tps incorectly

I'm tiring to get my rebuilt 350 running and I’m having a few problems getting it to behave normally and the ECM shows no codes.. Using WinALDL the TPS shows .5V at idle which is correct but when you are at WOT it shows less than 2V. I suspected a bad sensor so I checked it out with a volt meter. It shows .53 at idle and 3.99 at WOT. This means the sensor is working properly. The other oddity is the completely cold engine shows around 100* in the live sensor data with the outside temp somewhere in the 50s. Assuming WinALDL is pretty accurate does anyone know what would cause these incorrect readings? Bad ECM?

Incase anyone ever comes across this problem it turned out to be a bad ECM. Everything reads correctly now.
