WB wiring troubles on 749 ECM

According to Digware Technologies WB hookup page I use F14 for Vout on the WB controller and the WB controllers ground to B9. On my ecm plugs F14 is blank but B9 is VSS low input. what do I do?

F14 should be blank.
That's why it was picked.
The ecm gnd -which ever pin that is should work.
