non starter

I have an 87 IROC I'm trying to get on the road. Its a 5.0l TUNED PORT. It has fuel pressure at the lines to the engine underhood, but the car has pressure at the rail under the plenum. I have a code 12...it tells me a code 12 can stop the engine from running. Am reading the entire service manual and have not found any way to diagnose...thoughts?

Code 12 on a non-running engine is normal, and should happen.

During cranking do the injectors fire? Is there spark?
