Re: ecm data log
You can use TunerPro to make a modified .bin file. Then you need to burn it onto a chip. You can do that with an EPROM programmer.
For a starting point you would want to dump the contents of your factory chip, or find the correct file for your car online. You would also need a "definition" file for TunerPro that matches your ECM. This is what allows it to understand the meaning of all the values in the chip.
Some people have a modified setup that uses EEPROMs and can be reprogrammed in the car. I don't know how that setup is put together.

Re: ecm data log
EEPROMs can be erased electronically, so they don't need a separate eraser and they're more convenient to work with.
Most of the people on this site appear to use EEPROMs with some kind of Moates setup, as the previous poster alluded to. Since that's what most people here are using, it's probably the safest way to go for help/support.
I haven't had experience with Moates myself so I can't tell you exactly what parts you should buy, but there should be others who will know.
The TunerPro software has a free version available.
