90 305 TPI trans am running rich

Gentleman and gentlemenettes.
Altough I do not come here that often. I come before you as I have a problem with a bird.
I made a car again that was sitting for 10+ years because the owner lost the keys.
now after installing a new lock with the right vats keys.
changing a new fuel pump + strainer + filters and adding new fuel. ( the correct way, not the hackjob )
changing all the filters
and installing 8 new 305 injectors( ultrapower MFI101 ) + new distributor.
and installing a new temp sensor ( due to the old breaking of the connectors because of rust )
and installing a new O2 sensor,

and other **** like battery, window motors, trunk and hood struts etc etc.

the car finally starts, and it actually runs pretty decent. but it also runs a that rich.
Now if I put laptop on it with tunerpro, I can see that its running rich.
an O2 sensor saying 0.8V
and a BLM at 108 etc.

so I checked everything again, no vacuum leaks or whatever, reread codes ( none really, but wanted to resed the idle air )
but the problem persisted.
I tought an idle relearn would fix it, but it seems that the car keeps want to run rich for some odd reason.

when you put your foot on the gas in neutral and in closed loop, if you keep your food steady at 2000 rpm, the engine surges up and down around 400rpm.
but non of the values are out of range.

I'm out of ideas here.
