Settings for IAC counts.

When my car comes to a stop. The idle stays around a 1,000rpm. Like it has a vacuum leak. I checked and rechecked all my vacuum lines for leaks and there are none. The BLM's are 116-120 and the IAC counts are down around 5. After 45sec to a minute it seems to return to the 800rpm idle I set. I set the IAC counts at 26-27 at this rpm. When the rpm comes down, the IAC comes up to 26-27, and the BLM's return to 128. Also when I hit WOT the IAC counts range from 64-95. All being the same for each pass, but different per pass.
My question is this. Is there a way using Tuner Cat to set max and min IAC counts? What would they be limited to for best power? If I limit my min counts to 26-27 will the car die on decell? Any help would be appreciated.

whats the TPS voltage ?? sounds like a sticky throttle.

The TPS is set at .56mv. I havn't checked it when the problem occurs. Although I did change the injectors the other day and didn't check the throttle play when I screwed the throttle cable adapter in. I bet that is what it is. It didn't do that before I took every thing apart. Thanks.
