BLM cell block stays @ 4 during PE

Axle/Gears: 12 Bolt 3.73, 10 Bolt 3.23
BLM cell block stays @ 4 during PE
After logging countless PE runs with datamaster. I noticed that my blm cell counts stay in cell 4 throughout PE, but during part throttle logging the cell counts cycle through the rpms like it should. Shouldn't the cell counts be at 15 during PE? If so how do I fix it in the chip?

MAF system WOT = cell 15

Thanks. I know we talked about it before. To be honest, I'm looking for reasons why my car is only doing mid 12's. I really believe that's all I'll get out of her especially with the summertime weather.

Keep in mind the following ...
1) You are mid 12's ... but at 113mph!
2) Cool weather will get you a better ET.
3) You haven't done any wideband tuning yet!
4) You haven't been able to REALLY hook up yet.

Not to change thread but first off..zz17iroc 113 is good for a 11.90 so you are making nice HP.
Now to my question which after reading this thread may explain some. Ive noticed today that my car while logging around 2200 maybe 55 kpa that BLM's were 140 but integrator was 118 and staying for a while. Whats up with that? Then I also noticed that at WOT I was in cell 15, not 4.
Any suggestion Tim on why this maddness may have happened?
Or any body else willing to answer.

Honestly I don't know because I just started to try and get the VE perfect, Prior to this I was forcing the car to stay open loop
because of my 110 lsa cam I was running. So all tuning was done by feel pretty much.
