I've just about got my tune perfect but I havent touched PE yet. Since I cant leave well enough alone I'm starting on that now. Looking at both AUJP and ANHT it looks to me like gm actually leans at WOT till you get to the higher rpms from the "POWER ENRICH FUEL/AIR % CHG vs RPM" table. Am I understanding this right? And why do they do that?

There's a Power Enrich vs Ctemp table that'll have about 20% in it at fully warmed.

It depends on the temp and engine load in some code. I've seen "negative" values in the DA3 mask (93 Lt1) that is used because other tables that are ALSO used have positive numbers.
I also notice how open loop is almost always richer than closed loop. If you compare the open loop commanded AFRs vs the PE you might also see some correlation. That being said you'll never see an ecm with stock code run an engine with an AFR above stoich, that's just asking for trouble.
