730 running $58, problems!

I just went and bought a 730 computer, part number 16196344, out of a beretta, which is a direct replacement for the 730. I put my chip in with $58 code in, and turned key to on position, and fuel pump turns on and stays on? and the car won't start, i flip the chip around in the moates converter, and the fans stay on in the car, and the car will start? I'm confused as to why it does this.

I bought this computer because I have been having horrible luck trying to scan my 749 computer with a laptop, and I still cannot connect to the 730 computer. Any help would be greatly appreciated, I'm running out of ideas here.
