You can get a NO VATS eprom. You also have the cold start injector for 86-88 cars, you will need to disconnect that.

i'm buying a used prom here, and if it has vats, can it be disabled at the module?
And the cold start injector. If i use my current plenum, there arn't any different sensors to my knowledge with the 86 and 89. So will disconnecting the cold start injector solve that problem?

Disconnecting the cold start injector will take care of that when using the $6e mask.
As for VATS you could use tunercat to remove it which would require chip burning but if you can do that you would not have to 'buy a used chip' so I guess that is out.
As far a disabling VATS electrically I have never tried it, but I believe you have a special key with a resistor in it. Would have to give the ecm the proper resistance across two pins is my guess.
