Take a deep breathe, and relax.
There's an steep intial learning curve.
Try slowly rereading the stickies, then ask questions. The basics have been covered so many times, that you just gotta take it on yourself to do the intial reading. Once you get some of the basics down, then it'll start to make sense.

You shouldn't have to worry about VATs as the '89s have it. Just to double check this look at your ignition key, it will have a small black thing in it with a contact on each side. That is what the VATs module reads.

As for offset your BIN is a 16 KB. Head over to moates.net and down a little on the left side. There is a link to a little chart of offsets. Pick your BIN size and the chip you are using for the proper burning offset.

I'm not sure of what you are saying. It won't start, then it won't idle.

An important test is to watch the SES light at key-on (do not crank the engine).

At key-on the SES light should come on briefly, blink off, then come on solid. If it doesn't come or, or it doesn't blink off, then the ECM is not running from the chip.

Also, at key-on engine-off the fuel pump should only run for 2 seconds then stop. If the FP keeps running then either there is a wiring issue, the oil pressure override switch is bad, or the ECM is bad.

You might just want to re-burn the chip, sometimes they don't program cprrectly (rare, but it happens). What differences are there between your stock prom and the burned chip?

(FYI - you can use TunerPro to show you the differences in them)

not really, you need to change your injector constant,
plus change the cooling fan input,

also you should really log your car cause thats an aggressive bin for your 305

just noticed your auto, thats a stick bin, ARAP would be a better starting bin,

Either the ECM, the FP relay, the chip/MEMCAL adapter, or the wiring is foo___.

VATS has nothing to do with the FP running at key-on.
