6e MAF tables?

ok looks like I am in the same boat as a few 6e guys here where it has come down to the point of making changes to the MAF tables to richen or lean out a specific area of trouble.

now befor I make changes to the tables I feel that I should understand even what I feel I could overlook

now on the MAF table 1 it shows ...

0 counts = 8.4 gm/second then falls to 64 counts = 3.2 gm/second..... then numarically raises with the higher counts as you would have expected from the start

now at a first glance I thought this had to be for added fueling on start up but then I realised there is a crank table for that. so what is the deal here?

if I need to add fuel in my lower table do I need to raise this 0 count = 8.4 as well?

I am sure I will have more questions but for now I think this is my next step.
