How do I load a 16K bin onto a 27SF512 w/ PPII?

How do I load a 16K bin onto a 27SF512 w/ PPII?
I am 100% new to this (other then reading the FAQ's).
I've got a 1988 Camaro and I've just bought a Pocket Programmer II, four blank 27SF512s, zif socket, and moates adapter. I've going to try and figure out which tuner cat progam I need and try a trial version and I'm going to order the proper 32B TDF (unless I can find a trial or something to get started)
Any suggestions on where to start? And how do I load a 16k bin file onto a 64k eprom, is there an offset or command I need to use to make it work properly?
