If you install 22's it will run leaner which should be a good thing for you. As far as "messsing anything up"... I don't see any problems with that.

How long since your last oil change?.
Might have a bad plug wire.
How hot was the enigne?.
In the test manners you mention, the ecm is trying to run at 14.7, and for some reasons can't.

For emissions testing you want a Hot engine, decent tune, fresh oil, high as possible idle speed (ie just with in limits).
Numberous fuel additives also to help you pass

I did a tune up and oil change before i went, also found out here the svo inj are rated higher,i didnt know that, now my fuel pressure at idle 36 instead of 42. Idle was fine, but will check plug wires could have a lame one, would switching back to 22lb for retest work. Whether vehicle was properly warmed up is a hotly contested item between me the smog guy and the owner of the shop.Even though i have my B.A.R sticker(it did pass their test)i had to install computer controlled cannister instead of only vacuum.Well the smog guy just rolled his eyes, and i could tell he didnt want to deal with it,my vehicle sat outside at least a half hour before being tested,i never saw him drive it so i would assume that as soon as it went closed loop he tested. So now im a gross polluter.
