Axle/Gears: 3.27 posi disc
Hwy mode in $61 vs top gear (ANLU tune, e.g.)

Simple question: is the highway mode in the $61 code (let's say ANLU bin) invoked only in top gear? Or does the ECM not care about that input for this specific part?
More vaguely: does the transmission have to be in top gear with the torque converter locked up to engage hwy mode?

I couldn't find anything in the search engine.

Note that there is both a hiway SA mode and a hiway fuel mode. There are enabled individually (not tied together).

There isn't a 4th gear or TCC lockup requirement for either.
