Does a TBI squirt with key on ?

I thought it did

i removed ESC EGR etc.. but the system is really slow to start and no squirt with Key ON

 

key on fuel pump comes to pressure no squirt takes place. then pump goes off and pressure bleeds off. No squirt until ECU see DRP.

When running should see a nice conical sprap. Minimal drips. shoot a timing light at the spray to improve the visual?

This am cold start by tbi started right up and went to high idle. real nice. other days it dies and I restart. Other days I need to feather the throttle after it starts for 30 secs.
Typical TBI?

Check your IAC to see if it is functional on start up or key on.
