Ok pulled out the ECM again. Re-re-looked at it.
Everywhere i soldered is connected. Even retook a picture for you look over.
I thinkk its fixed but since the last time i re-hooked the ECM up my engine wont turn over.
Electronics come on, the CEL doesnt show at all.
Car just wont start

The picture is still really small, but it does indeed look like the solder joints are all there. Look very closely, and make sure there's no solder that might still be bridging any connections anywhere, even just the tiniest bridge will wreak havoc.
Hopefully nothing was damaged with those pins being bridged before.
If all else fails, send it to me, and I can see what can be done for the poor girl.

I'm 90% positive theres no solder on the chip anywhere besides where its needed.
Will check again tomorrow and maybe i might notice something.

ok 100% sure no solder is anywhere on the chip .
have tried disconnectting it. checked fuses.
and everything under the hood is looking pretty good.
What would be some problems that would keep a car from starting?
I was having charging issues before this but got that fixed.
They were kind of bad, could be Starter have been damaged?

The starter shouldn't have been damaged by anything you did with the ECM. It's possible you have a bad relay, or a bad starter solenoid. Try jumpering a wire to the starter solenoid terminal from the battery, and see if the starter turns over.

On the starter, there is a solenoid that all the wires go to. You should have a large terminal that goes directly to the battery cable, and 2 small terminals. One small terminal is a ground, the other one (usually yellow) is the one that clicks the solenoid on and engages the starter.
Jump a small piece of wire from the main battery cable on the starter, to the small terminal on the solenoid, and see if the starter spins. Make sure the car is out of gear, and the key is turned off, and parking brake set.
It's best if you use a remote test switch, but most people don't have one of those...

I think by "Not turning over" he means it won't run.
To the most people that are very into cars, "Not turning over" means, that the starter doesn't engage, or the engine itself will not spin, from just the starter.
If you're not getting a CEL, you either don't have power to the ECM, or your socket install or PROM are bad.
Have you verified that there is 12V at the battery connections, and ignition connections at the ECM?

To me "won't turn over" means exactly that. The engine doesn't turn when the key is turned.
"Engine doesn't start" means Engine doesn't start.
"Engine won't run" means turns over, runs very briefly or sputters like it's gonna start, and then dies.
It's all semantics, but I guess we'd better make sure we're all speaking the same language before we go much further.

If tank really does mean will not crank at all but all electronics work, i would be willing to bet the wires for vats at the key have broken, mine did it last year and after bypassing vats my car worked fine again, later when tightening my steering column wobble i got a good look at my ignition cylinder and low and behold the two little vats wires were just detached where they should meet the "chip"(resistor) in your key, very easy fix if that is the problem
