Newbie: Trying to Figure Out What Hardware Needed

I am at Chris Moates website trying to purchase the necessary hardware to datalog and tune my 165 ECM for my MAF TPI system. Moates website states as folows:

"After a chip adapter has been installed in an ECM, tuning can begin. You can burn chips using a ROM burner such as the BURN1/2. Alternatively, you can either use the Ostrich 2.0 emulator or the emulation facilities of the APU1 to make changes while the vehicle is running."

What is a chip adapter?

Why do I need a chip adapter?

I am leaning towards purchasing the "APU1" from Moates. However it is unclear to me how the APU1 makes changes while the vehicle is running.
Does the ECM have to be modified?

If so can I modify it?

What parts do I need to modify it?

I have tried searching the boards for this answer and I am not getting it. Any assistance would be greatly appreciated.

The "stickies" above are valuable. Take a look if you have not done so before.

Be aware you are MAF and some info pertains to SD or speed density.
