From what I've observed on my own data logs, it seems to lock the BLM's at 128, but the actual AFR reading is usually much richer than a BLM of 128 would indicate. It usually heads towards 12.5 (in my tune, can't speak for others) which is in the AFR area that max power would be expected to be produced.
Can't say I'm correct on this thought, or that others agree with it, but I tend to think of a locked BLM at 128 as a way for the ECM to ignore it, as it is during an event period where other commands have precedence. Same way with AE, DE and DFCO where BLM's lose their importance and give way to other commands.
Hopefully, others may feel free to disagree and shed light from there own observations as well.

When you enter PE the ECU takes a look at the BLM just prior. If it is 135 (adding fuel) it uses it. If it is 122(removing fuel) it uses 128 for safety. My logs show 128 when in PE.
