How to enable DFCO?

Somehow I disabled and now it is not working.

I see in Flags/Switches OpDcl. Open loop deacceleration? That is unchecked.
That may explain it and should be checked?

I have in tables DFCO RPM upper/lower. RPM lower set at 1600 meaning it leaves DFCO then and upper 1750 meaning it enables at that # or above?

DFCO MPH is 34/39. Enters over 39 and exit under 34?

DFCO MAP 32/22 Enters under 22 MAP and exits over 32?

Check the enable temperature:

DFCO - Enable Temperature

That is what is typically used to disable DFCO. The open loop decel flag doesn't affect DFCO. The other thing to do is to open another BIN and compare the values.

OBTW I am not looking at WU to determine DFCO. I am witnessing my A/F on WB. It goes rich initially to 13.0 then over a few sec's goes to 13.8. That is expected due to high vac but I thought earlier in year was 20/1 which is my max lean on WB.

My enable temp is 132F in .bin.

Yes, DFCO will have the engine going full lean as the fuel is cut off. Stay in it for more then a few 10's of seconds and the engine coolant temperature starts to drop.
