02 voltage Rich or Lean

Engine: Gm 5.7 T.B.I with 1227747 ECM
Transmission: 700r4 DIY built
Axle/Gears: Ford 8.8/D30- 4:10 and lockers
02 voltage Rich or Lean

Can someone please tell me if 02 sensor output voltage @ 1.0 vdc is rich or lean? I found 2 different answers so far. Sorry for the simple question.

I use a innovate LM1 to output a analog voltage to 1227747 ecm. Instead of using a narrow band O2 sensor, when I'm tuning.

On a NB, 1V is rich.
