I realize this wont explain the tapping working, but you do realize that your lights have to be on dim or parking lights on for the fog lights to work? With that in mind, as mud said check for loose connection at light. Are you getting power there? The fog lights are run off of a relay in the front of the engine bay on the drivers side. Are you getting power there? Are you getting power at the switch?
As a side note, I have taken that relay out so I can run the fogs whenever I want to, and also because it is wired up in such a way (stock) that it screwed up my headlights when I modded them. That relay is there so that the fogs will only work in the conditions stated above rather than actually power the fogs. There are wiring diagrams in the tech section, check them out.

Foglight relays go bad often. It is probably your relay. on my IROC it is located next to the horns on the front/inside of the driver side fender.
