Why do only some lighter plug-ins work?

Why do only some lighter plug-ins work?
I dont understand my lighter, the lighter works and it'll work with a spot light, but a radar detector and cell phone wont work, whats the deal? thanks!

The cell and radar detector work in everyone else's car, just not mine.
