problems making my head spin!

well aside from all that im concentrating on an interesting problem i have, my gauge and parking lights do not work but a fuse is not blowing. When i hook up my voltmeter to the lead on the fuse block it is getting about 1.5-2.5 volts. The interesting part is when i flip my turn signal on the voltage bounces around from 1-3.5 volts. what gives? possibly a short in the steering column or signal lever?

trace the wires that feed the fuse block. eventually you will find the problem. check all the connections and wires.

well it seems like my radio was part of the problem. The gauges dont spike anymore when i put on my turn signal once i pulled it out. Well im half way there now...
