Intermittent "Fasten Seat Belts" Light

This has just been happening recently, and I don't know why. When I start up the car ('86 IROC), sometimes the "Fasten Seat Belts" light turns on. However, when I fasten my belt, the light fails to go away. When I was troubleshooting this earlier, the indicator just came on and went out without me buckling the belt. Most of the time the light doesn't come on at all.

I took off the belt roller thing (on the door sill) and checked the wiring. The black wire is plugged in, but I have no idea where it goes to. Since it's black, I'm assuming it's ground. I didn't take the buckle assembly apart yet. Does anyone know why this is happening?

That black wire on attached to the belt by the doorsill is used to lock the seatbelt when you apply the brakes. SO-that's not it(I think) Try checking for codes...I don't have my shop manual with me so that's about all I can tell you for now.
